PROD-I-1226 Allow for archived projects to have ongoing discussions

Netcall would like to be able to continue having discussions within a project that might be archived because it has been submitted, but they may need to continue having a discussion. They might receive feedback from a customer 3 months after they have submitted the response, but it would be easier if they didn't have to unarchive the project add the discussion and then archive it again.
