PROD-I-1108 Separate proposal builder and intake approval

My client, Duke Energy, differentiates the responsibilities of approving the intake request and whom should create the proactive proposal through the proposal builder. As it stands today, you are unable to separate out these duties. Can there be an option to approve the intake and prompt another to finalize the proactive proposal through proposal builder?
