PROD-I-1129 Need ability to add tag for whole section or Project

Raising on behalf of Adenza. Customer is requesting an option to add tags by selecting all sections or projects. In customer's words the request: "We wanted to know if we can assign the tag for all section (which have questions) at once for a project, this will be very helpful for the users at one shot they can assigns if they have more section."
