PROD-I-1118 Order Project flags alphabetically

Based on feedback from Hyland #30612 User has more than 10 Project flags. While adding a flag to a question inside the project, it is hard for them to scroll & find the right flag as it appears in random order (or in the order, it is created) (Refer attached screenshot) It would be helpful if we can sort/order them alphabetically for easy user access.
