PROD-I-1067 Add qualifying questions prior to downloading a document

MongoDB is looking for the ability to add qualifying questions to documents prior to suers being able to download them. This will help ensure users are not downloading information without confirming they have an NDA signed, for instance. They would also like the ability to input why the file is being downloaded and the size of deal associated for reporting purposes.
