PROD-I-1039 Answer Library used flag and count logic

1. When content is applied from AL recommendations, the used count increases and the answer library used flag is enabled, but when the entire content is deleted, the flag disappears but the count remains the same. 2. When content is applied from AL recommendations, the used count increases, and the answer library used flag is enabled, but when almost the entire content (99%) is deleted, the Ans lib used flag is enabled. If a stored answer's used, but later replaced in its entirety, its usage statistics are still affected. This generates inaccurate reporting 2. If a stored answer's used, but then >90% of the original content is edited, there's no valuing in reporting it as the 'Answer Library Used and Edited'.
