PROD-I-1021 More detail around who can access content in a collection

Hi Team, this help center article: https://help.rfpio.com/hc/en-us/articles/360038672614-Organizing-your-Answer-Library-Content doesn't mention how owners of Q&A pairs can still access content that's been placed in a collection, even if they are not a member of that collection. They just can't filter by that collection. Dynatrace reached out today and were confused by the discrepancy, they expected collections to override ownership. A sentence clarifying would be helpful in my opinion.
