PROD-I-1016 Proper error message when document not uploaded due to VPN

The client is trying to upload a document into content library, but the document fails to upload when he is connected to VPN. He receives message that 'Error occured. Please try again' It will be helpful for the users if we give an exclusive message that pops up when document fails to upload while connected to VPN
