PROD-I-1003 Recommendation engine Freeze filter

On a Client call one of the frustrations they have is when using the freeze filter for section option in the recommendation engines of projects it does not "Save" this search as such when they move to different questions within the same section(s). Please see attached video for reference.

I understand because each question and key word is different but the client is asking if there can be a saved filter/ freeze at question level.
