PROD-I-1000 Align Metadata and Privacy, Usage, and Review

When editing an individual Q&A pair in the CL, Star Rating and Flag are categorized under Metadata. However, when bulk updating Q&A pairs, Star Rating and Flag are included within Privacy, Usage, and Review. It would be great if we could align these two edit windows to match in order to avoid confusion. (Ideally Star Rating and Flag would live within Metadata for both, since they don't really affect Privacy, Usage, or Review.)
