PROD-I-988 Include phrases and special characters in related words

My customer Vizient is running into some issues with related words. They have the related word set below with a term that includes the ampersand (see attached image). My understanding is that they can not search on a related word with an ampersand since our search tool doesn't include symbols. I believe you also can not use phrase search to search related words. But in this case, both are important for the related words search to work correctly.
