PROD-I-962 Comments to authors requires extra clicks (should not be collapsed by default)

Beeline notes that it now requires extra clicks to leave a comment for an author. (call snippet (https://us-39424.app.gong.io/e/c-share/?tkn=15afw2d0mispm19nv04jy39puu) where we discussed). They would like to see this expanded by default. They would also like to see 'track message as comments' selected by default.

Not every clients are using the comments option while assign authors and it give more space when there are more authors. This is the reason for the extra click.
