PROD-I-934 To include documents in Projects "Recommendations panel search," just like in CCL

This request is being submitted on behalf of Finastra's Joan Dolence, after checking with Khalees. She and her team would like to be able to search within documents from recommendations panel. According to her - "In the new Content Library UI, I can search both Q/As and documents. However, it seems like this functionality is not available in the new project UI when I'm searching the Content Library using the Recommendation pane.
