PROD-I-899 Freeze filter for section doesn't stick when moving between sections

This enhancement is on behalf of Rachel Groess of Prime Therapeutics. When we try to freeze filter for a section and then move to another section, the filter resets. Client feels like "It doesn't make sense to me that a freeze would unfreeze. Then it becomes useless" When I checked with Engineers they've stated that this is the filter's intended behavior and hence the enhancement request. Attached a replication video showing the issue

Christopher Armstrong Mar 21, 2023 Frontline Education is looking to have the filters save by section once set. Their proposal team like to pre-configure within project settings, but then also set other sections to different filters or solutions for their SE's to quickly complete the sections. They find that their SE's have a hard time finding the correct answers if they don't do the prework for them. If they are able to pre-assign tags/custom fields etc. and then turn it over to their SE's it would greatly help their workflow.
