PROD-I-898 Restrict tag creation in projects

Informatica is requesting a way to limit users ability to create new tags in the project side of the application (similar to what is offered on the content library side). They have currently selected to not allow users to create new tags in the content library, but any user can add tags in a project which creates new tags when that project is saved to the library. They would like to prevent users from creating new tags on the fly in all areas of the application.

The only way I know of is to lock it down in org settings under content library but then users can still create new tags on the project side which then flow into AL if the content is saved from the project.
