PROD-I-841 Please make 3 dots visible for all sections by default

Based on user feedback from Brakes #25958 Currently inside project sections, the 3 dots 'More options' will be made visible only upon hovering over the section bar. When the user sees the collapsed sections they will not see the three dot menu. I understand that. But if they hover over the mouse to click the sections, the three dot menu appears.
