PROD-I-833 Add Document Library to Recommendation Engine

Documents or other non-Q&A pairs do not show up in the Recommendation Engine. It would be nice to have a filter to view documents as well. There are often documents that are commonly asked for, but to have this show up in the Recommendation Engine, you make a Q&A pair and attach the file. For users that use LookUp, both the document and the Q&A pair show up, so it looks duplicative.
