PROD-I-801 Ability to create Proposal Templates without Catalogs

Team, currently we cannot create a Proposal Template without having a catalog selected. If we need to create one, then we need to create a dummy catalog which is non intuitive and confusing for our customers. There are scenarios where customers don't have or need Catalogs but require the capability provided through the Proposal Templates i.e. to limit selections as well as have certain components pre-selected since Section Groups only let's the user limit the selection of sections but not pre-select them.

Tara Scrivens Nov 5, 2022 I had a trial call with a Director of Professional services that wants to use our proactive proposal builder for SOWs. He asked to be walked through creating a template.
