PROD-I-779 Viewing and Merging Similar Content in New UI can be more convenient

In Classic UI 'Compare & Merge', user can determine which Q/A should be retained while merging contents form (i.e., on the fly) by clicking the arrows highlighted in green in attached image. In the new UI, Q/A that should be retained (dominant Q/A) always stays in Right and the Q/A that is to be merged into the dominant Q/A always stays in the left panel. Users are not able to swap. This is less convenient. Also, user needs more clarity on the header like 'Question to stay in Library' and 'Question to be merged' as in Classic UI
