PROD-I-1142 Sorting Stickiness Options

After correspondence with my customer Symplr, they have identified a couple locations where they would really prefer the ability to have more sticky sorting as an available option to better support their ease of use. They referenced wanting sticky sorting on the project dashboard (current behavior is defaulting to sorting on due date and any changes are lost after navigating away). They also asked for the ability to have the option for sticky sorting in the Recommendation Engine where we currently default to relevance and any change is lost upon moving to the next question.
