PROD-I-755 Have Section Description options similar to Q options i.e. Clarifications, Flags etc.

Team, can we have the same options i.e. Clarifications, Flags, Author/Reviewer Assignments as available for a Question also for the Sections & Descriptions (Refer Snapshot). This is very important for users who don't have Q&A types RFx and do more Narrative (Sections & Descriptions) RFx. Currently, the same is quite confusing for users.

I believe RFPs are filled with Questions, may be at some scenario where there will description about sections and how it has to be fill the responses for the questions in that sections.
