PROD-I-750 Requested to add file description below the actual file name in New UI.

In New UI, we can only see the file description in the properties tab. However, we have never needed to do this in the classic UI. They are used to seeing the file description below the actual file name. And in the classic UI, when you click on the file name, information on the file pops up on the right side so you can read the full File Description.
