PROD-I-749 SMAX API Integration

MicroFocus is wanting an integration with SMAX with the following criteria - "as we use SMAX for the request and would like to transfer key fields from the SMAX ticket to the RFPIO project. Also interested in seeing if we can transfer back data from the RFPIO project back to the SMAX ticket."
