PROD-I-745 Unable to convert the question types to Full rich text to include pictures- Mobilieum

This request is for my client Mobilieum who is finding it very difficult to handle images that are sent as part of the questions. On an average they say they get to work around 500 RFP's per year and it is time consuming to use both RFPIO and manual methods of sending images via email. so their request is to make the question field also as rich text to be able to accomodate images.
