PROD-I-739 Adding "Language" field to Document Library.

When we're using the new Content Library, we are unable to assign "Language" metadata for the documents. So, all the documents are slotted into the "Not Assigned" bucket of the Content Library Language field. Client requested to enable one language field that is applicable to all content types (Both QA and DL).

They have many users globally and need to know language of documents just as they do Q/A pairs and find it's confusing to users to have to have separate fields to track the same thing.
