PROD-I-735 Allow images to be stored as Merge Tag values

A significant expansion of RFPIO's merge tag functionality would be allowing Images from the Content Library to be represented as merge tags within Answers, Section Templates, and Catalogs (See idea: PROD-I-738). For example, image.jpg exists in the CL and is given the merge tag: [Image1] The company-level merge tag [Image1] now exists and can be used in the response pane, section templates, or in a proposed Catalog formula field (See idea: PROD-I-738).
