PROD-I-726 Word/character counter for Content Library

The response field in Projects has a word and character counter, which is very helpful for clients facing limits for either of these in a proposal. Some have mentioned that this feature would be helpful in the Library as well, especially when creating a short-form version of content for alternate answers.
