PROD-I-723 Option to remove Save in Answer Library toggle for users in Custom Roles

When customers are creating custom roles, it would be beneficial for some to have the option to remove the Save in Answer Library toggle from authors. This will save time for those who are assigned as moderators/ will help manage content for groups who don't have bandwidth to set up moderation.
