PROD-I-721 Review notifications going to too many users on a project

Review-ready notifications were found to be going not only to reviewers, but also to Primary Contacts and authors. This is causing confusion.

There is a scenario where we will be sending the notification to the Authors and Project Primary contact. 1. When there are multiple Authors in the section and if there are different authors in each question we will send a notification to other Authors as well only when an author chooses the option " Mark My Work As Complete" In the above screenshot Assume that "C" clicks the highlighted option(Red color) it will send an email notification to "A"
