PROD-I-711 Freeze filter option for project level

My customer Ciena requested the ability to freeze filters across multiple sections or the entire project. Use case: They might decide to respond to numerous sections using the same criteria, such as the same product line. In this situation, having the flexibility to choose several sections/projects, apply filter criteria, and freeze filters would be useful.
