PROD-I-710 Establish a link between document library and sharepoint

This is a request from Ciena. It will be good to establish a link between the SharePoint document and the RFPIO document library. This will eliminate the need to constantly update documents, but rather the user will be able to access the link to obtain the updated document.

They said this would greatly help with adoption issues for teams that are hesitant to switch
