PROD-I-688 Restrict access for roles to edit styles via AL

Roles with no permission to 'Organization settings' are able to edit styles via AL. Client wants to restrict a set of users from editing the styles in the application and so disable access to 'Organization settings' for their role. Currently, even though users don't have access to Org settings, they are able to edit/update the styles via answer library. Is it possible to add a toggle to disable 'Edit' in styles via AL? Based on user request #23670
