PROD-I-670 Allow Search Past Projects to be role-based when the client has custom roles

This request is from Hyland, and I see a use case for all larger clients, both MM and Enterprise. They want to be able to restrict access to Search Past Projects to a limited group of users. These users would be allowed to bring content back into the CCL correctly and would know to get it updated, etc. They would also be power users who would be able to determine if the content does need to be in the CCL or if it's highly specific and needs to remain with the past project.
