PROD-I-600 [Copy] Default Answer Headers for Answer Library

I submitted this in May 2021, but Atlassian has just requested the same as a very high priority for them so I am resurfacing this. Atlassian has indicated they would like to have every Q/A pair have a default set of three answer types. They note this is critical functionality for them and are asking this to be a high priority request and have submitted ticket #20940 for this.
