PROD-I-593 Permissions to toggle 'Save in Answer Library' based on the user role

Raised by Infosys: Save in Answer Library toggle is disabled on the project level and they do not want to give the ability to toggle for all the users even if they are going to be the author on the question. They prefer to have this enabled for certain roles. Toggle has to be displayed only for admins or any user with this permission defined in the custom roles.

I could understand the client do not want to save the Q&A pairs in Answer library. But may I know is there a specific reason or the pain point the client is facing?
