PROD-I-568 Open a Q&A pair from recommendation engine in a window

When we are using recommendation engine from the right panel, we often find content which might suite another question. But, when we go to the other question, the recommendation panel refreshes with new content corresponding to the selected question. If there was an option to open a Q&A pair in a new window (probably in the content library page), we can copy content from it to the other question seamlessly.

Also, the recommendation shows based on the algorithm working behind and provide the closest results. Please let me know if my understand is wrong.
