PROD-I-556 New UX translation: Premature import issue

During import in NEW UX: The "Import" button is not greyed out during Translation, therefor the user is able to prematurely import before translation is complete. This results in un-translated version being imported, and is very confusing. (removed the first part of this ticket, as the difference was between exporting to Source vs Template)
