PROD-I-497 Moderation for Documents

Requested by Genpact, ADVA The users would like to have a moderation process for documents. These clients has a lot of documents in their library. Though there are options to manage documents using version control, they would like to have a moderator to approve the changes. With versions, they are able to track the changes but it is already live and accessible to the users even before they quality check is done. The admins do not get any notification when changes are done or if any new version of document is uploaded until they go and check
