PROD-I-175 Ability to update default sharing of Q&A pair setting to other BUs

Hi Team, This one is from Archerim. We have the share content with other Business units option in the AL set to None by default, but the client would like to have All as the default setting for their instance. In their own words - "We would like the ability to control the default setting for the "Share content with other Business Units" field for all of our Question and Answer pairs. For example, in our environment we would like all Q&A pairs to be shared to "All" rather than the default "None". We understand users can be
