PROD-I-173 Misleading Custom role option - 'View Questions other than assigned'

Team, when we have the 'View Questions other than assigned' option disabled at the custom role level, all the questions other than assigned continue to be visible and this is expected to be the default behavior. My suggestion would be to remove the 'View Questions other than assigned' option under custom roles and keep only the 'Respond to Questions other than assigned' option since the former option is misleading and gets confusing for customers.
