PROD-I-169 Limited Owner role

This has come up recently for Optum and Diebold Nixdorf. Both organizations use SMEs to keep records up to date. However, they only want their SMEs to be able to update the content, not the metadata, not have the ability to delete it, or anything else with the record. Besides having the SMEs maintaining the response, these organizations use content managers to make decisions about content organization, wether a record should be deleted, and so on.
