PROD-I-167 Trending reports for project questions

Kaiser has requested that we create a report that shows common trends of questions being asked across all projects. Similar to content analysis, they want to be able to create a 'dictionary' of words to look for and search across projects to see similar questions being asked and how the team is responding to them. Cigna and Evernorth would also be interested in this.
