PROD-I-148 Queue and Notify later toggle

IP Infusion asked if there was a way to have Queue and Notify Later toggled on by default. They always want to queue notifications before sending them and I also noticed the Queue and Notify Later toggle is not sticky. Can we either make this a default setting that can be enabled in Org Settings or have it sticky?
