PROD-I-61 Expand All Questions Sticky at Section Level

Feedback from a prospect considering RFPIO (They have Loopio currently) Their users like to expand all the questions in a section so they have a holistic view of all the Q&A. However, after expanding to show all questions within a Section, if they leave and later return, that section is collapsed again. It is causing frustration on multi-section RFPs, especially for reviewers, who jump between sections frequently. Given that expanding all questions can carry a loading time penalty, I believe that it would be desirable for the system to remember the user's choices between sessions, and
